Member Registration:
1. Any person who is a permanent resident of Mizoram shall be entitled to register his or her name as a member
2. A person desirous of registering himself/herself as a member shall appy to the Librarian in the prescribed form obtainable from the Library with surety provided by any of the following persons.
a) A gazette Government Officer
b) Head of recognized institutions
c) Librarian of recognized public and academic libraries
In all cases the name of the person standing surety should be supported by appropriate office seal


Membership Card:
1. Each person whose application has been granted by the Librarian shall be issued membership Card on payment of membership fee and security deposit along with one recent passport photo. One card will be issued to a member.
2. Membership card shall remain valid unless previously surrendered or cancelled
3. Renewal of membership Card shall be free of charge
4. A member who has lost a card shall write a declaration of the same to the Librarian and pay a fee of Rs. 20/- for the duplicate card.


Membership Fee & Security Deposit:
1. Membership fee is Rs. 20 for Adult and Rs. 10/- for Children which is not refundable
2. The Security Deposit is Rs. 100 for Adult only, which is refundable incase of membership termination. No deposit shall be repaid until all the books outstanding against the member have been duly returned and all dues cleared.


Loan Priviledge:
1. Two books can be issued to a member for a maximum period of 10 days.
2. Books can be renewed once for a period of 10 days.
3. An overdue fine of Rs. 1/- per day will be levied after the due date until the book is returned.
4. Encyclopedias, Dictionaries, Directories, Newspapers, Periodical and any other books or publications etc. declared as ‘Reference Books’ are not available on loan.
5. Visitors coming from outside (Aizawl) members of transferable and temporary services and Military Officers are required at the discretion of the Librarian to deposit the value of the books in addition to proper personal surety approved by the librarian.
6. Before leaving the counter, member shall satisfy himself that the book lent to him is in good condition. If not, he shall immediately bring the matter to the notice of the person issuing book at the counter, otherwise, he will be held responsible for damage or mutilation of the book.
7. All persons while leaving the library must show their books and other belongings to the Counter Attendant at the exit to check if the books lent have been properly issued.
8. Government Offices may borrow books and other publications for official use. Requisition for such books or publication must be made. Loan period should normally be 14 days, but the Librarian may at his discretion extend the period, provided application for extension of loan period is made before the due date. The maximum period should not exceed three months.
9. In case a book is lost, the book shall be replaced with the same copy or pay a fine equal to the value of the book, otherwise membership shall be terminated and security deposit shall be forfeited.
10. At the time of Stock verification the issue of books will remain entirely closed and notice for such time will be published in Mizoram Gazette for the information of the public.


Entry to the Library:
1. Members should fill up the visitors register at the gate counter when entering the Library
2. A person of unsound mind or found undesirable or offensively unclean in person or dress or intoxicated or suffering from infectious disease shall not be admitted into the library.
3. Sticks, umbrellas, boxes, bags, overcoats, raincoats, printed materials and other articles should be left at the entrance. The library shall not, however, be responsible for any damage or loss of articles.
4. Dogs and animals shall not be admitted
Conduct inside Library:
1. Silence shall be observed in the library.
2. No person shall cause annoyance to any other person and engage in audible conversation in the reading room of the library
3. No person shall write upon, damage or make any mark upon and property belonging to the Library
4. No tracing or mechanical reproduction of books and other library properties shall be made without permission from the Librarian
5. Littering the library premises is not allowed.
6. Smoking inside the library is prohibited.
7. An infringement of these rules may render the priviledge of using the library to forfeiture.


Library Hours:
The Library is open to public as shown below except Sundays, Saturdays, Gazette holidays and other holidays declared by the Government from time to time. The library timing is as per Government orders.
Summer 9:00 a.m. – 5:00 p.m.

Winter 10:00 a.m. – 4:00 p.m.
